That will at least give you a list of colleges with rowing programs and from there you can look at their locations, programs offered, and costs.

Try to go to the University of Florida. There is a large international student population. The business school is also recognized as one of the best in the nation. The school is relatively inexpensive. If you are looking for a junior college, there is one in town, so there wouldn't be moving required in the transition. Good luck!

If cost saving is what you're after, then studying internationally isn't the answer. Every country charges much higher tuition for international students. Plus, education is expensive in the US even for domestic students.

As an example (picked at random from the list of rowing colleges in another person's answer), let's say you want to go to Rutgers, a state school. Base tuition for international students is $22,800. Living on campus adds $10,000 to that. States schools will be more affordable for you probably, as they are for domestic (in-state) students.

At Boston U, a private school, it so happens that they charge the same rate for international and domestic students. Base tuition is $44,400. Living on campus adds $12,000 on top. An Ivy League school could have a base tuition closer to $50,000.

Of course, those are the costs before financial aid. You can probably have the cost reduced. But, I hope you can see that paying $17,000 may be easier said than done.

I recommend that if seeking a education abroad is important to you, look at countries other than the USA. Canada and western Europe will probably offer some cheaper options. My university in Ontario, Canada is more mid-ranked, not one of the best, but international tuition is $14,000 before financial aid.

If you're not worried about going to the top ranked schools, then you should definitely look at state schools and private schools with less reputation. You can probably find something cheap enough somewhere.

It costs about US$35,000 to US$65,000 a year for an international student to go to school in the USA. Including tuition and living expenses. It cost the family over $100.000 to send my Canadian daughter to a US school for three years.
