unless you are skilled and experienced in an occupation listed on the skilled occupation list you wont qualify to immigrate

You can get a qualification that enables residency, by studying either in Australia or your own country, such as studying dentistry for example.

Personnel Consultant 2291-13 is currently listed as being eligible for employer sponsored visas.
Recruitment Consultant 223112 is listed as eligible for nomination by states and territories for state sponsored visas.

If you can find an employer who is willing to sponsor you, that would probably be your best bet at this stage as employer sponsored visas are granted within a few months. You are eligible to apply for an employer sponsored visa while you are in Australia on a WHV and you will be given a bridging visa that will allow you to stay here (and work with the same conditions as a WHV) while your visa is being processed.

By about the middle of July (hopefully), each of the states and territories will have released details of occupations on their State Migration Plans and if your occupation is included on the list of one or more states, you would also be able to apply for state sponsorship and a state sponsored visa for that state. The only onshore state sponsored visa you are eligible to apply for on the current list of visas however, is a 3 year provisional regional sponsored one - all others are offshore only and you would have to leave Australia when your WHV expires and wait offshore for a decision.

I haven't suggested that you look into your brother sponsoring you as your occupation is not listed as eligible for relative sponsorship and anyway, those visas take forever to be granted.
